Scope of work
The customer had started a project for the development and construction of a new plant for testing industrial burners for oil & gas application, with the aim of consolidating its strong presence on the Italian market.
Having opted for a mixed design, consisting of parts of new constructions and parts recovered from the production site in Marseille (Fr), the customer’s need consisted of:
- first of all ensure the proper operation and compliance of the components recovered from the previous system;
- verify the compliance of the new plant with European and Italian regulations in the context of the machinery and socupational safety;
- develop an asset maintenance plan once installed and ensured proper implementation and compliance.
The solution
Our design solution proposal has been structured in different phases.
We initially carried out the review of the engineering design, defining the development of a Gap Analysis with respect to the requirements of Legislative Decree 81/08 for plant safety.
We then carried out a detailed environmental impact assessment, developed a manufacturing plan and implemented a dedicated control system.
Subsequentely we performed risk-based inspections in accordance with FCP and a general inspection during the commissioning of the plant, structuring a due diligence of all components in compliance with the applicable EU Directives (Machines, ATEX, PED, Electromagnetic Compatibility), including recommendations and follow-up improvement actions.
Finally, we developed a risk assessment and an organizational model according to the HSE aspect relating to the operations within the testing facility along the asset maintenance plan. During the risk-based inspections, acceptance tests, corrosion tests, checks with advanced ultrasounds and non-destructive surface checks were also carried out with the aim of guaranteeing the safety and availability of the facility, with particular attention to the recovered components from the previous testing facility.
